RAILWAYS

Railways are considered to be another contribution of British rule towards the development of modern economic infrastructure. “India became”, writes a modern historian, “a nation with its local centres linked by rail to each other and to the world.” Yet, the very way the Railways were constructed makes it clear that its main purpose was to serve interests of the empire, rather than the needs of the economy.

In 1853 Lord Dalhousie took the decision to construct Railways in India to mainly facilitate army movements. Gradually there arose another need, to integrate the Indian market to open it to British imports, i.e., to connect the port cities to the internal markets and sources of raw materials. So British capital investment was invited with 5 per cent guaranteed interests to be paid, if necessary, from Indian revenues.

The Railways’ developing companies were given free land with ninety-nine years lease, after the expiry of which the line was to become government property. But any time before that – even a few months before the expiry of the lease – the companies could return the lines to the government and claim full compensation for all capital expended. It made the Railways projects, as Sabyasachi Bhattacharya describes them, “an instance of private enterprise at public risk.”

India’s first passenger train, hauled by three steam locomotives – Sahib, Sindh, and Sultan, ran for 34 kms with 400 people on broad gauge track between Bori Bunder (Mumbai) and Thane on 16th April 1853. However, the country’s first train, Red Hill Railway built by Arthur Cotton to transport granite for road building, ran from Red Hills to the Chintadripet bridge in Madras in 1837.

Main Purpose of the Railways Construction

To tie up the Indian hinterland in the interests of foreign trade, rather than favour Indian economic development. The construction plan connected the internal markets with the ports but provided no interconnection between internal market cities.

The preferential freight charges also betrayed the local needs; there were fewer charges for bulk manufactured goods travelling from ports to the interior and raw materials from the interiors to the ports, than vice versa.

The multiplier effect of the railway construction boom benefitted British economy, like machinery, railway lines, and up to a stage, even coal was imported from England.

The government also invested directly in railway construction, mainly in frontier regions to meet the needs of army movement or for “famine lines” in scarcity areas.


Nationalist Criticism

Constant drainage of wealth through the payment of guaranteed interests, which encouraged a lot of wasteful construction.

The nationalists’ main objection was against the selection of priority areas for such public investments, as many of them thought that irrigation could have been a more suitable area promising higher social benefits.

Impacts

Due to profit and strategic motives of the British Empire, the Railways did not encourage Indian economic development as it did in industrialising Europe.

Railway construction needed a vast amount of timbers and it motivated the British to claim sovereignty over forests. The government established the Forest Department in 1864 and passed the Indian Forest Act of 1878 to establish government monopoly over Indian forestland.

It also encouraged the construction of feeder roads and a few other strategic roads interconnecting different regions of India.

It integrated the Indian market to some extent and provided a cheaper mode of transportation for both public and goods, which were taken advantage of by the Indian businesses after independence

When the British left, in 1946/47 there were 65,217 kms of railway tracks in India covering 78 per cent of the total area.

It brought people from different regions together so it created a sense of unity and belongingness.

It increased the mobility of people so it enhanced the reach of political leaders leading to the spread of modern nationalistic values.

It generated employment for Indians and created a middle class in the country.

👉🏻Therefore, the Railways had certainly significant social and cultural impact on Indian society and nation: but those were the unintended results of British imperialism.

रेलवे निर्माण के लिए बड़ी मात्रा में लकड़ी की आवश्यकता होती थी और इसने अंग्रेजों को वनों पर संप्रभुता का दावा करने के लिए प्रेरित किया। सरकार ने 1864 में वन विभाग की स्थापना की और भारतीय वन भूमि पर सरकारी एकाधिकार स्थापित करने के लिए 1878 का भारतीय वन अधिनियम पारित किया।

जब अंग्रेज चले गए, 1946/47 में भारत में 65,217 किलोमीटर रेलवे ट्रैक थे, जो कुल क्षेत्रफल का 78 प्रतिशत था।

👉🏻इसलिए भारतीय समाज और राष्ट्र पर रेलवे का निश्चित रूप से महत्वपूर्ण सामाजिक और सांस्कृतिक प्रभाव था: लेकिन वे ब्रिटिश साम्राज्यवाद के अनपेक्षित परिणाम थे।
